CipherLine Partners is a founding partnership of three principals with backgrounds in diplomacy, national security, investment structuring, and project development in frontier markets.

We work alongside governments, institutions, and investors as a strategic partner in situations where conventional consulting, legal, or financial advisory services alone are insufficient.
